Seasonal sewage plants: define low-load operation and restart before purchase

A procurement checklist for hotels, camps and seasonal facilities to define occupancy, shutdown duration, biological-process care, restart tests and responsibility before selecting a packaged sewage plant.

A seasonal site rarely moves cleanly between design flow and zero flow. Weekends, shoulder seasons, partial occupancy and reopening produce different hydraulic and organic loads. A useful enquiry therefore describes the calendar and operating plan, rather than asking only for nominal treatment capacity. The final procedure must follow the selected process, discharge authorization, equipment manuals and qualified operator advice.

1. Convert the occupancy calendar into a load calendar

Provide at least twelve months of daily or weekly occupancy, water-meter readings and any measured influent flow. Mark opening days, peak arrival and departure periods, kitchens, laundries, staff housing, events, infiltration and unusual discharges. Where laboratory data exist, include BOD or COD, suspended solids, ammonia, total nitrogen, phosphorus, pH, temperature, oils and grease. Separate measured results from design assumptions.

Define four cases: occupied peak, normal occupied, low-load operation and complete closure. For each, state expected duration, minimum wastewater volume, whether toilets or staff facilities remain active, and whether treated discharge is allowed. Flow alone is insufficient because a biological plant responds to organic load, nutrients, temperature and oxygen as well as hydraulics.

2. Ask for a process-specific preservation plan

Require the supplier to state which tanks, blowers, mixers, recycle pumps, screens, dosing systems, disinfection equipment and membrane systems remain operating at low load. Ask how sludge inventory, dissolved oxygen, mixing, odour, septic conditions, freezing, tank levels and power interruptions will be managed. Never assume that all equipment should simply run at its design duty or that a biological reactor can be switched off without preparation.

For a planned closure, document the last feed date, cleaning and sludge-handling actions, residual liquid destination, chemical isolation, preservation tasks, sampling, alarm status, inspection frequency and responsible person. The plan must distinguish a short reduction from an extended shutdown. Any stored wastewater or sludge requires an approved, site-specific route; this guide does not authorize discharge, bypass or disposal.

3. Define restart evidence and acceptance

Before reopening, inspect structures, ventilation, electrical panels, guards, valves, pumps, air system, instruments, tank levels, leaks, chemicals, consumables and spare parts. Confirm calibration and alarm tests. Perform dry and wet checks allowed by the equipment manuals before admitting the full load. Record each action, operator, time and exception so the next shift can understand the actual plant condition.

Agree a staged loading and sampling schedule with the designer and operator. Track influent and effluent flow, pH, temperature, dissolved oxygen, sludge condition, ammonia, organic indicators, suspended solids and any permit parameters at an appropriate frequency. Define who can increase load, what constitutes stable operation, what triggers corrective action, and where off-specification water goes. BOKAWATER MBR and MBBR catalog families can be discussed only after this site evidence is supplied; the family name alone does not establish a seasonal restart time or guaranteed effluent.
